LtGen Garry L. Parks, USMC (Ret)

With over 40 years of experience in key leadership positions in both the US Government and the private sector, he has become recognized as a dynamic leader and alliance-builder, assisting numerous enterprises with organizational management improvements and strategic initiatives. His sound analysis and judgment have ensured the effective execution of critical projects that have led to positive transformation within demanding, high pressure environments.  He is currently CEO of Efficient Energy Advisors LLC and for the six previous years was president and CEO of South Carolina Credit Union League and Affiliates. LtGen Parks has served on numerous and diverse boards as a director or advisor, including past Director on the Board of Navy Federal Credit Union, chairmanship of the Beaufort Regional Chamber of Commerce Military Affairs Committee, past Co-Chair of a Department of Defense Task Force, and past Trustee of the South Carolina Department of Education Financial Literacy council.

Previously, his long and distinguished military career included roles as Deputy Commandant of the U.S. Marine Corps for Manpower and Reserve Affairs, Commanding General of the Marine Corps Recruiting Command, Deputy Director on the Joint Staff at The Pentagon, and Commanding General Marine Corps Recruit Depot/Western Recruiting Region. His decorations include the Distinguished Service Medal, Defense Superior Service Medal, the Legion of Merit, Bronze Star, and numerous others.

LtGen Parks has a B.A. in Education from The Citadel, an M.A. in Education from Pepperdine University and an M.A. in National Security and Strategic Studies from the Naval War College. 

 


 

Mr. Joe Saponaro

Mr. Saponaro has over 40 years of experience in information technology services and products for both the US Government and the commercial market, and has served as a member of senior management for 25+ years.  He is currently the President and Chief Executive Officer of FPMI Solutions, Inc., a privately held company providing human resources services to federal government agencies.  Previously, he was president of L-3 Government Services Inc (GSI), a $500 million, 2,000-employee subsidiary of L-3 Communications, and also served as Sector President and General Manager of a $300 million business unit of The Titan Corporation.  Prior to Titan, he was President of AverStar, a private company providing software and systems services to both commercial and government markets with approximately $250 million in annual revenues and 1,850 employees.  Mr. Saponaro has also held a number of engineering and management positions at GTE and System Development Corp (SDC).  At SDC he played a key role in building the on board flight guidance, navigation and control software for all of the APOLLO missions.  

Mr. Saponaro has a B.S. in Navigation and Astronomy from the Maritime Academy, an M.S. in Mathematics from Northeastern University, and has completed coursework toward a Ph.D. in Aeronautics at the Massachusetts Institute of Technology.

 

 


 

 

RADM Lenn Vincent, USN (Ret)

Mr. Vincent is a former U.S. Navy rear admiral, with more than 30 years of broad-based and in-depth leadership and management experience in acquisition, logistics, procurement, and financial management.  He is currently the industry chair at the Defense Acquisition University (DAU).  His military assignments included roles as the commandant, Defense Systems Management College; deputy chief of staff for logistics, Fleet Supply and Ordnance, U.S. Pacific Fleet; commander of the Defense Contracts Management Agency; assistant commander for contracts, Naval Air Systems Command; and numerous other contracting officer and contract management positions.  After his retirement from the Navy, became a Vice President at American Management Systems (AMS) and then at CACI, where he worked with senior Department of Defense and industry leaders to build long-term business relationships and to help identify solutions to acquisition and program management challenges. 

Mr. Vincent holds a Masters in Business Administration from George Washington University, and is Past President of the National Contract Management Association (NCMA) and an NCMA Fellow.

 

 


 

 

Ms. Valerie V. Murphy
Ms. Murphy has over 18 years of experience in information technology and consulting services for both U.S. Government and commercial clients.  During a dynamic and fast paced career, Ms. Murphy was recognized for her outstanding leadership, management and analytic skills.  She was chosen to manage and develop significant programs for her American Management Systems (AMS) business unit.  Early in her career, Ms. Murphy led one of the largest business process re-engineering projects for AMS at that time.  As the lead on the Navy re-engineering project Ms. Murphy successfully developed it into a large multi-year systems development, implementation and training program. Ms. Murphy helped to launch the Utilities practice focused on the opportunities of utility deregulation.  Within three years, this start up unit became the fastest growing consulting and systems integration practice in the company.  Ms. Murphy was promoted to Vice President and oversaw corporate maintenance and development of AMS financial systems including Information Technology (IT) Strategy, Year 2000 (Y2K) Conversion and Testing and Euro Conversion projects requiring the integration of large cross functional and technical teams and reporting directly to AMS Executives.

 

While Ms. Murphy has stepped out of day-to-day operational roles to raise a family she continues to leverage her business acumen, thought leadership, and management skills serving in multiple volunteer roles and as a start-up business advisor and board member.  Ms. Murphy holds several leadership roles in the community including Scouting, school PTA and sports organizations.  With her entrepreneurial experience, vision and insights, Ms. Murphy has served on the board of a community organization and has supported several women owned start up businesses as an advisor.  She was a founding advisor and board member for Suntiva.

Ms. Murphy holds a Bachelor of Science (B.S.) in Computer Science from the Pennsylvania State University and a Masters of Science (M.S.) in Information Systems from George Mason University.
