Acquisition Lifecycle Services

Suntiva has skilled practitioners with comprehensive experience in Federal acquisition and large program acquisition strategies.  Our expertise cuts across government and industry, so we provide government leaders with unique insights such as how industry “capture teams” will react to specific types of strategies, objectives, performance measures, or evaluation factors embedded in a particular acquisition plan.  Our consultants have worked in all phases of the acquisition lifecycle - from acquisition planning, strategic sourcing and requirements management through RFP development, source selection, price analysis, award, and post-award administration.  And, we provide our consultants with an extensive reachback capability to tap the knowledge and expertise of our senior thought leadership.

Our federal acquisition and procurement policy expertise includes a deep understanding of relevant regulations, from the Federal Acquisition Regulation (FAR) and various agency supplements to DoD 5000 series and related major acquisition program policies. We have particularly relevant expertise in the acquisition of large, complex information technology solutions, ranging from IT Service Management and infrastructure support to Enterprise Resource Planning (ERP) and related business systems.  With experts and leadership from both government and industry perspectives, and in both pre-award and post-award activities, we bring a unique perspective and tools to not only develop and implement a successful implementation strategy, but also to seamlessly transition into program implementation and related program management functions.

Commercial Contracting Support

For commercial firms that are launching or growing their government business, Suntiva provides a wide range of expert consulting services that will help you transform your business into a cost effective and administratively compliant government contractor.  These services leverage our extensive government experience, and proven templates for processes and procedures that can quickly help firms succeed in the complex government environment, from subcontract development and administration to invoice processing, pricing strategies, and other regulatory issues.

Contract Management Support Services

The ability to provide end-to-end procurement solutions goes far beyond an understanding of the FAR and related regulations.  We combine this knowledge with deep expertise in procurement processes and acquisition strategy, as well as a range of other services to include IT systems management, business process improvement, program management, and change management.  Our expert and certified staff, averaging over 20 years of experience each, supports all phases of federal procurement, from market research and requirements development to strategic sourcing, bid evaluation, contract award, and contract administration.  We believe strongly that government procurements are ultimately lower risk, less costly, and likelier to succeed, when the acquisition plan, RFP, and related documents are developed through an in-depth knowledge of both government and industry capabilities and best practices.

SPS Support Services

For the Department of Defense, Suntiva has unparalleled knowledge related to the DoD Standard Procurement System (SPS), to include both government and industry leadership from the implementation of this system, as well as functional architects, technical architects, system administrators, and master trainers for the Procurement Desktop – Defense (PD2) software.  As DoD contemplates an acquisition strategy and solution(s) for replacing PD2, Suntiva provides its customers with expert and impartial insights from multiple perspectives as to the critical success factors and issues associated with this complex effort.

Acquisition Knowledge Management

We provide complete planning and implementation services for advanced business intelligence (BI) solutions, turning data into actionable knowledge for the acquisition professional.  Our consultants combine their expertise in procurement with an understanding of data mining, and the use of metrics as Key Performance Indicators and their impact on organizational performance.  We leverage best-in-class tools and applications to deliver an enterprise view, and thus ensure that leaders can forecast what will happen as opposed to wondering what just happened.  We also can leverage our organizational assessment methodology and deep acquisition and procurement domain knowledge to provide Procurement Management Reviews (PMR’s) and related assessment programs that can identify actionable strategies to reduce cost and improve performance.

Strategic Sourcing

Suntiva supports DOD, other federal and commercial customers across a broad spectrum of strategic sourcing initiatives, from initial assessment and cost analysis through sourcing strategies and implementation.  We have helped clients in establishing relationships with vendors and improving their supply chain management; and, we have also participated in commodity councils to identify suitable sources while minimizing risk and reducing costs.

Acquisition Business Intelligence for SPS Organizations

Acqnowledge©

Unlock the Potential of Your SPS Enterprise Data
For DoD Standard Procurement System (SPS) sites running the Procurement Desktop – Defense (PD²) software, Suntiva offers a unique reporting and business intelligence tool that can extract data from the SPS database, transform that data into a format more meaningful for reporting, and provide web-based access to that data through a wide range of reporting options.  The result is a reporting tool that can provide meaningful management information from SPS data – information that is unavailable through the conventional use of SQL or through the built-in reports available in SPS today.  Acqnowledge© is unique in its ability to add value by creating data relationships and reporting possibilities that are impossible through PD² itself.

In addition, the Acqnowledge© is able to merge data from multiple SPS databases, allowing the creation of consolidated reports and analysis across SPS sites or entire commands.

Acqnowledge© is modular and flexible with several options for deployment, and includes two primary components:

  • The Data Component. A full featured Extract, Transform, and Load (ETL) tool which can transform data from one or more PD² databases into a single data store that is optimized for analytics and reporting.
  • The Reporting Component. A broad array of reporting tools for access to this data, to reflect the diverse needs of the DoD community. This includes 40 pre-defined contract management reports (many of which are impossible to extract from PD²), and a web based Relational On-Line Analytical Processing (ROLAP) solution that can be used to present the data in a dashboard-style, configurable format. Full drill-down capability is provided to allow the user to analyze the data “underneath” the dashboard.
